Okay, @PowerOfNG here's what you can do: Write a PM to Tom Fulp, creator of Newgrounds*. If he checks the situation out and determines that this is indeed the case, he will always delete accounts like that ASAP! If not, then he won't. Either way, he's the only person with the authority delete accounts, so it's no use driving every user and Moderator you can find crazy about this.
Newgrounds does not require you to raise your own private army for somebody to take action. Just /block the user in question, write a single PM, and be done with it forever. It's great for emotional closure as well. ;)

Hey thanks for telling me that I did this several times by flagging this user in question keeps coming back with ban evasion I can try to ask him but I don't know if he get's DM'ed every second I also reported him so many times he got banned and he comes back I don't think he won't stop he is at the point he's dedicated to which it is funny that he says GD is a dead game, when in-fact it is not, they collaborated with one of the biggest EDM label in the music industry NCS got a few artists from other games too, has it's own modding community has a extremely active level community managed to stay alive for 7 years with no update and in the future might collab with with another big label Monstercat it also has gave Newgrounds I big spotlight as people recognize it for songs from Geometry Dash which the most popular song "Electrodynamix" is associated with Geometry Dash which I do I also like looking for songs that are not as popular in the game anyway I'll tell him and hope that he responds but he keeps coming back the only way to get rid of him is if Newgrounds somehow made it so they can ban you from the device you are using to use this site which I don't think will happen as that is probably impossible if it was possible it could be used for users who are severe evaders and ban evade for bad purposes like trolling example being JuedSefer.

As an aside, I'm not a fan of the Geometry Dash community 'either', in the sense that many of them who register here do not take the time to read the rules they agree on before publishing "their" work. The resulting flagging, checking, removal and discussions put a _massive_strain_ on the Audio Portal Moderation team.

Yeah that is true but thanks to the enforcement of Newgrounds rules it has died down and prevents stolen songs from being uploaded which is a good thing and that RobTop made a rule that songs will have to be verified by Elder Mods and RobTop himself which fixed this problem a ton and honestly the pop-up should be before you upload a song in giant bold letters it would help this problem a ton, unless you can't read which the Guidelines are not long at all and it is not that hard.

Don't let it bother you. Sometimes they give up in favor of greener ("less moderated") pastures, sometimes they have to lose their little battle of attrition first. If that person truly cares about NG they will give up their little crusade soon enough because it takes time and attention away from stuff that _really_ needs dealing with - which may or may not include issues caused by users with GD in their names. ;)
As an aside: When I first checked, just their secondary account was gone. Now the main is gone as well. That also leaves less incentive for them to return.
My guess would be that they are really young to get so angry about things such as "people enjoy a certain game I strongly dislike". _If_ they are reading this (and bitter people often are): Look up what companies like 'Epic Games', 'Tencent', 'Electronic Arts' ("EA"), 'Ubisoft', 'Rockstar', 'Activision Blizzard King', 'Bethesda', 'Konami', 'Nexon', 'Perfect World', or 'Square Enix' do.
Or look into 'NCSoft''s treatment of Richard Garriott while the man was in 'after-space quarantine'...
The issues Geometry Dash cause on NG are _laughable_ in comparison. And that's just 'Games Industry'-stuff. That's "merely monstrous". Once you get informed about the eldritch horrors that are international politics, you will come back to Newgrounds - 'not as a nuisance', but as somebody who seeks refuge! To find a few minutes of distraction from the trashfire that is the world we live in!

If you see a user named @JuedAtStorm or @Flet2 (his alt account) he is a ban evader on Newgrounds sending hate towards the GD Community and has been sending hateful and downright, racist things. Please report this user to TomFulp and get him banned. But he may come back as he has dedication.

But there's also nothing 'I in particular' could do about the situation. The usual cycle is blocking the user in question and handing the evidence over to Mr. Fulp. And that is something every single user can do.
That dude needs to stop fixating on his 'hate' and find something he _loves_. How about 'The Princess Bride' (1987)? It may fail the Bechdel test, but it's still a very good, very rewatchable movie. :)
@datboi7os Trust me: You do not have to worry about somebody like that 'not' getting their account deleted. I have read the topmost 3 reviews by them. At that point it does not even _matter_ if it's the same person or not. Unless Mr. Fulp becomes gravely ill, that account will be gone tomorrow. (The poor man knows no weekends...)

But yes: Disruptive people 'are' annoying, but they are always very manageable. In the grand scheme of things, none of the things members of our community get annoyed by will be remembered 12 hours later. [That person] is writing all his hate down on wet sand while the flood is coming in. Eventually he will emotionally be able to accept that his actions are not making the tiniest bit of difference. And some of the people getting insulted will "sleep" right through an attack.
The worst thing that... ... Well... *grin* "The 'worst' thing that could happen would be somebody who is feeling 'stalked' or 'harassed' by them were to call the FBI. What they do is a punishable crime in most countries. Fines can easily run into '2-6 years of pocket money', depending on how rich their parents are. And of course a legally mandated 'no internet' for several years."
That is the "worst" thing that could happen. People treat the internet as this land without laws, but it really isn't. We just 'decide' to be the bigger person because us adults feel compassion for their parents. As soon as somebody who's affected feels differently... The hammer drops.
In today's world, no country can afford to look bad in local and international news by ignoring those cases. Politics is a game that's always played on 'hard' difficulty. ;)
